Franklin Learning Center High School

Founded in 1974, the Franklin Learning Center is the first public high school in the Philadelphia School District to operate strictly on a competency-based system, meaning that each student receives credit for units completed in a class.  When students have completed the required credits for that class, they can move on to the next class.

At the Franklin Learning Center the faculty believes that given the appropriate time, materials and differentiated instruction, all students can achieve.  They stress proficiency in written and oral communication skills; the development of computer and internet skills; college or post secondary education preparation; understanding and appreciating our multi-cultural society; and the development of the self-discipline needed to succeed and achieve.
